Round table on „Experiments in administration and the administration of experiments“
On 13th October 2023, a round table on „Experiments in administration and the administration of experiments“ was held at the Law Faculty, Charles University in Prague. This round table was organised under the 4 EU+ cooperation between our Faculty and three other partner universities – the University of Copenhagen, the University of Milan and the University of Geneva.
The first panel of the round table was dedicated to administration of new technologies by regulatory sandboxes. Prof. Alexandre Flückiger (Digital Law Centre, Université de Genéve) opened this panel with his speech, devoted to basics and developments in experimental law. Prof. Alexandra Andhov (Legal/Tech Law, University of Copenhagen) followed by her speech, addressing lessons gained from emergence of regulatory sandboxes in financial sector. Subsequently, two national reports were presented, dealing with regulatory sandboxes in the Czech Republic (Vladimír Sharp and Gabriela Blahoudková) and in Ukraine (Liliia Serhiichuk).
The second panel of the round table addressed the very actual problem of automatization in decision making. This panel was opened by lecture by Alessia Monica (Universitá degli Studi di Milano) on open data in administrative decision making. This lecture was followed by contribution entitled „Automated Decision Making: What is the Black Box Hiding?“ by Jan Nešpor from our Law Faculty. Subsequently, Pavlína Hubková (Maastricht University) discussed whether the current principles of EU administrative law are still applicable vis-á-vis the phaenomenon of automatization of decision making. The panel was closed by two national reports, presented by Radomír Jakab (University of Košice) a Miroslav Sedláček from our Faculty.
The round table was organised under the umbrella of the 4 EU+ project „Regulatory Sandboxes: Mirage and Reality in Public Law“.
The written contributions of all presentations will be published in the journal AUC Juridica 2/2024.
